The Crazy/Drunk Mayor of Julian

Upon trying to find a restaurant to dine at for the afternoon, we stumbled across a woman in the middle of the only intersection in Julian - directing trafffic. Yelling at the cars when to go or stay, the pedestrians the same. Was she drunk? Certifiably crazy? The mayor of Julian in street-attire? Or perhaps an extremely bored power-hungry Julian-ite with nothing better to do on a Friday afternoon than tell people what to do... You tell me.
